It is anchored on demand creation as the primary unlock, complemented by actions to secure critical minerals and capital equipment supply, build fit-for-purpose R&D-to-commercialization infrastructure that can validate and scale indigenous components, and develop workforce pathways aligned to projected manufacturing needs.
